Uncache is technically better in that it can blocks reset signals to all apps, while CleanStart won't block the reset signal to some apps whose creator ID starts with '!!'.
Another difference is that Uncache lets signals through to ROM apps. CleanStart does so only if you choose to do so (except for the Launcher).

Cheers!

CleanStart lets you control which applications get reset launch codes.
It requires PalmOS 5.
In Diagnose mode, CleanStart also lists most of the applications receiving reset
launch codes. This slows down the boot but may be helpful for diagnosing
reset loop problems.
To uninstall CleanStart, go to the Menu, and choose "Uninstall".
To upgrade to a new version, Uninstall the old one, and then install the
new one.
Uninstall FixBoot before installing CleanStart, if you have FixBoot installed.
(CleanStart and FixBoot are incompatible.) |

| You could do the same by saving and using a profile with everything checked, couldn't you?
