I just got sony clie NZ90 but it's had version Japanese language, so i can't file ROM for upgrade to Eng version ? it's can possible for upgrade ? and how to do these step ?

In my opinion it should be very difficult if not impossible to reflash a NZ90.
As far as I can remember I never heard about the possibility to change the ROM content on Cliès with PalmOS 5.0 or later. On previous Cliès, prior PalmOS 5.0, it was possible to change the ROM only on devices with Flash-ROM, for example the european marketed Clié SL-10 had Flash-ROM but the USA model didn't had flash ROM (the SL-10 runs PalmOS 4.1).
