WebOS on a netbook is interesting. Who wouldn't love a larger screen? Yet, only being able to run Palm software on a netbook... is too limiting. Why settle for DocsToGo, when you could have OpenOffice or Office 2007? Or a full browser instead of a perhaps Blazer-like experience?
As I understand it net books will run off the 'atom' cpu and the New foleo will run on arm architecture. Arm architecture can't run heavy Office 2007 a simpler program like DocsToGo is an abbreviated version of Office.
Simpler ARm will have 'instant on' function and uses less battery. The trade off is big enough to warrant its use yet not be a netbook.

Instant On and Longer Battery Life is good. Basic PIM software and browsing would make it an oversized pocket device, maybe? Although a larger screen for browsing is good. I guess Docs-to-go is enough. If the Palm software arena for WebOS have bang-up apps and games, it's good. Also the price is another main factor. Re-design would be awesome too.
But when things like this comes out... not sure if foleo will fare well in the market:
