Also the same extends to Hard drives to like my "320 GB" is actually 298ish which adds up when doing things like raw photography (use binary please manufacturers)

let me explain this in as much detail and as little technicality as possible

a card has a physical capacity (#of sectors, hereby known as X)
a card has a filesystem(hereby called FS), that in its bookkeeping data keeps the size of the filesystem (hereby known as Y)

now. fake cards' Y is the same as real cards' Y. This is done on purpose -> but writing on the fs will not work as the real sectors are not there. much like writing "1000hoursepower" on a car will not make it more powerful.

THere is only one way to get a card's X: a low-lever request to the card (much like palm does when formatting it, or pc does in fdisk).

Fake cards have smaller X, the fakers format them (FS also writes down the smaller X). Then they change the X in the FS data structured.

Therefore to check if your card is genuine: format it or just run fdisk on it.

now furthermore ALL cards that are REALY 4GB have the SAME!!!!!!!! X
