It's called the Notification Manager, and yes, it's part of Palm OS5. On T3 devices, there is a special blinking ! in the status bar. On others, it's a flashing * in the menu bar title. It's letting you know an alert of some sort has been issued, and clicking on it should take you to the dialog that lets you acknowlege it.
