Agendus Mail is fairly inexpensive and powerful, especially when paired with Agendus scheduler. It does IMAP and/or POP, and I think it does SSL but I'm not sure.

There is no wifi button to turn it off, if that's what you're asking. It connects and disconnects automatically as needed, and can be connected or disconnnected by software manually as well.
