Not sure if Palm ever fixed this issue, but I highly recommend TealLock which solved most of my locking problems for me. It gives complete, fine grained control over what you want to allow.

The no-data-plan thing was a necessity for me. AT&T basically charges $30 PER MONTH if you have any "smartphone," not just the iPhone. That is just not a realistic cost structure for me.
