typical cost of prepaid SIM cards in US

I am located in Ohio. I recently obtained an unlocked Nokia 6620 GSM, it does not have a SIM card.

I will not be using this phone much for phone calls, but I do need to access software on the phone. So, my most important goal is to get a SIM card to activate the phone.

What is the typical cost of a prepaid SIM card for local calling in US? Where can I purchase these?

Also, is it possible to get a new SIM (no prepaid service) from Cingular or T-mobile without also purchasing a service?
