Using webcam and chat on palm?

I know that it is possible to use my palm as a webcam.
I know its possible to use it as a wireless messenger on yahoo or aol.

But... is it possible to use it as a mesenger and transmit video to a person at the same time; just like i can on my computer use yahoo messenger?

I dont beleiver that a Webcam software exists for multiple reasons:
a)Weak PDA CPU-encoding is more than decoding
b)Slow wireless links
