Is there a bug in Legacy

I have collected all the coins in level 2 in Beraquel. 2 barber 1 Ogre 1 Amazon 1 City but the bartender doesn't accept them. I think this might leave me stuck as I think he has the next key I need for a door. The only other quest I haven't completed is Ashelas Gem. Everywhere seems to be bare.
I have a Barbar key Amazon key Tower key Father Hrameus key but can't get any further.

Any help please?

Sorry if this is posted somewhere else I think I pressed a wrong key or something.

*sigh* You say, DONE, but you fail to note that you have TWO barbar coins -- hence, it is your fault and you're NOT done.

The tower is behind the wall of force. If you've thoroughly explored the city, you've found THAT, surely. If you thoroughly explored the Amazon and Barbarian caves, you've found out how to disable the wall of force.

Then, enter tower, accomplish tasks, find coin, be happy.
