Check out PicoZip at http://www.picozip.com. It should handle just about any archive format you encounter.

i use the latest version of winrar which works great.

RARsoft provides the libraries free-of-charge, so there are many programs which can extract, but you'll need the full-featured WinRAR trial in order to creat these files (or order it, but be warned, it's pretty expensive)
