Advice needed please!!

I have a JPEG of a map of London which is marked up with all the motorcycle parking areas on. As you can imagine this image i big! It's a shade over 3Mb and the resolution is enormous!! Is there any software out there that will allow me to load the image and scroll around the image? I've tried loading this in AcidImage but it scales the image down so that it's impossible to read street names and doesn't appear to scroll like a few other images I have - But I did get a memory (or rather lack of!!) error saying that ACidImage could open the image at a smaller resolution. As this is an unregistered copy so maybe it's crippled in some way?

I've also tried an evaluational copy of Repligo but the scaling is even worse

It's not essential that I use this image but it might make my life a bit easier trying to track down those extremely quickly disappearing bike parking spaces!!

Try tiling the image as smaller sectional maps.
You're gonna know what general area of London you're in to pick a map section.
