What happens if I delete the file saved_preferences and reset the device?

Any program that uses a saved preference will not have it's preferences saved. A preference can be anything from a configuration option to a game high score.

Note that some programs uses "unsaved preferences," some use their own configuration files, and some have other mechanisms for saving information.
