After every reset I do (and I do at least one per day) the Beam Receive state returns to ON. This is very annoying.
Is there a way of making it stay OFF after resets?

There are hacks out there, the one that comes to mind is beam off, that will do what you are looking for. It should actually turn itself back on whenever you hot sync, but with the hack it won't.

I installed the Beam Off and it works !
One other thing that I noticed is that when I install application using PInstall, the Beam receive is NOT turned ON. That led me to conclude that there might be something with the Hotsync itself or its definitions ?!

Why do you guys want the beam receive off?
Does it harm a NR series or somthing like that?

it saves battery believe it or not because your NR isn't constantly searching for a beaming partner...

This issue has been discussed heatedly in the distant past.
It's a bug in the Palm OS, not a Clie exclusive, and only in OS4x.
My NX is fine, but my wifes NR is not. She uses "Beam Fix".
Some people angrily deny that leaving the beam receive in the "on" position will shorten battery life. I firmly believe that it does. It did in my Palm Vx, Handera 330, and all the Clies except my NX.
