If that is the case, will the unit that is made in Japan have an English version???...meaning that the words are in English and not in Japanese character.
They may not do it in the USA, but other countries may want it and perhaps want to use the ones that is understandable in English.
If this is the case, we can still order them from the internet. The only problem is the power outlet because they may different standard.

No, that's the whole point - Japanese version for Japanese market only.
[Look at the back of your CLIE, they all are "made in Japan" AFAIK]
They save work by not supporting other languages. They save a lot more work by not trying to sell to other countries (sales and marketing, FCC approvals etc)
----
Some people will import the Japanese CLIEs regardless (I suspect dyanamism.com and other importers will sell them)
Depending on the users needs that may be fine. You can run English programs under the Japanese PalmOS. It is not a 100% English experience (eg: system alerts, status bars, input methods), but if you really want a new CLIE you can learn enough of the Japanese OS to get by.
