As for the question "Is it new ?", no need to know French either to notice the price in Euro, and to convert it to USD or GBP.

So, the short answer is: yes, it is a brand new TH55 WIFI + Bluetooth.

The next thing you will need to know is: do the models sold in France offer the English language ? (eg. the models sold in the UK offer English, French or Italian (or Spanish/German?)). And here, you might need to speak French to contact the user of a french model...
