Is their such a program that can edit the mpg's or avi's on my sony tj37? A program that can clip parts and add effects and also add sounds or music?

Not on the palm there is most popular sofware for editing AVI - VirtualDub or VirtualDubMod. For MPeg editing - you can use TMPGenc - also best in this field.
