2 Pixel Frame in all Applications (Tech Question)

Whats about the 2 Pixel Frame around all Applications on the NR/NX Screen ?

It's wondering me, why Progs like AcidImage dont use them
and i think it causes probably 320x240 Images shrinked to 318x238 with some shrink artefacts.

Is this an Programming issue, that you cannot use this space in your app, or is the NR/NX Screen physically 322x482.

It's just a frame, it's still 320x480.

i think the screen is 324x484 (2 pixels on each side) because a 320x480 pic in acidimage at 100% does not pan and you can notice an image moving 4 pixels. I assume its just a border because all of the apps mention 320 and making something to shrink the screen would be harder for sony than making the correct size LCD. Also there is no evidence for artifacting and small fonts still look correct so i just think it is a useless border for some unknown reason

As far as I know that border is on all handhelds. Even my Visors had it.

You notice it mostly on a dark screen, but it never bothered me.
