What PalmOS should I support? I was thinking OS 3.5 and up. Is there still a comunity for OS 3.1 - OS 3.5?

I'm sure there's still a community for Workpads :). My personal philosophy has always been to use the features that I need and make that the low water mark for the OS that I will support (i.e. if you need 3.5 features, its rarely worth jumping though hoops to make do without them). If there is a sufficient demand for the product, you can always create a version for lower OSes after you have some user feedback.

Just think of the many Handspring users(as I was one short time ago, they can't upgrade). As ayasin said, it depends upon your users group. If you want to reach the business people 3.5 and up would be the better choice, as they are mostly supplied with some newer devices.
The "normal" sometimes only use them to read e.books so they don't need to upgrade.
And think about the capabilities of a newer OS compared to 3.1.
