Dust? or Dead Pixel.

I was just cleaning my 615c and when I turned it on I noticed a couple of very very small "dots" on my screen.
At first my thoughts were that I had dead pixels until I checked my LCD analyzer program and noticed that the "pixels" would change aspect as I titled the device back and forth.

Then the next revelation. They showed up when I turn the device off.

This may sound elementary but, will dead pixels show up when the device is off?
And next, can dust get under the glass?

Yes, some have complained of getting dust under the glass screen. How, I have no clue, maybe they used canned air or something. Not sure how well sealed things are. One has to be careful using liquids on the screen too.
