clie movie recorder???

I keep hearing about this program. I am new to the clie world had a old palm and a pocket pc but now have the TH55 and love it. Is it capable of recording short movies and if so why wouldn't they include the software. Makes no sense to me. Is there a place you can buy this software or download it or did you have to own a clie that came with it? Just a few questions for you guys.
