does "irda 1.2" means that the clie has the enhanced irda or not?

No, it just means that the PDA supports IrDA 1.2. But this does not mean it is enhanced IR.

The last CLIEs with the enhanced IR was the NX60 and 70, or was it the NX73 and 80?

my nx60 has Enhanced IR so i'm sure the upper NX series up to the NZ has enhanced ir

It was at least as recently as the NX73/80.
