I know Agendus does but I cannot find the feature in Datebk5.

Don't know if this is what you're looking for, but try this: Click on a task (I use alot of Floating events, because it's easy to click on them during the day and make them disappear as I complete them), then try /5 or use the drop-down menu and find the same command under Misc/Convert Float <-> ToDo. I have used that on occasion, and does what I want it to. Let me know if that's what you are looking for. If not, I'll try to search a little further.

Not quite, I want to convert a task to an appointment at a certain time of the day. A float is basically an untimed appt in Outlook.

How are you defining a "task" ?
PS In DateBk5, you can take any "float" and go into the details and change any parameter. You can change the time from "No Time" to a specific time, and you can change the type from "Float" to "Appt".
