What should the size of DivX files be if they are being encoded properly. I have been using Flask MPEG and I got a 45 minute DVD excerpt encoded as DivX but it takes up 722MB, which seems like a lot. Is that right?

This totally depends on your quality needs.
If you want the highest quality, files get larger, if you are satisfied with low quality, sizes get smaller.
If you want to get your files smaller just decrease the bitrate for the video and/or audio.
If you want to feed the divx to imageconverter do yourself a favour and set the bitrate to the maximum possible value (6000 kbit/s in most cases), as this will lead to the best imagequality for the MQVs.

I am actually dissatisfied with the image quality! I thought DivX was supposed to be fairly compact, but these are 700+ MB for just 45 minutes each!
I am ultimately converting to MPEG1 for use on my CF card.

Get the quality to the way you want it, then convert the file to a smaller size through your Image converter to put it on your CF card. Divx gives you much better imagequality at the same bitrate than MPEG1 and MPEG2, but as everything else it largely depends on it's settings.
If you use terrible settings for your source (and it depends largely on the kind of videosource you provide what settings are best) you can get poor quality without problems. If you use proper settings MPEG1 and MPEG2 can't compete with divx in imagequality at the same bitratesetting.

Also, I'll try a different DVD source and different settings. I just would think that at 700+ MB, I'd be getting pretty good video quality, especially since we're talking about a video that's less than 45 minutes long.

Is this video interlaced? If so, do you use the right setting to deinterlace it?
What did you set the motion detection algorithm to?
Just two really important settings when converting videos.

Depends on your source, how should I know what your source is like ;) But if you have an interlaced source and do not deinterlace your imagequality for sure is bad.
