Can anybody do this? OR do they need the API's from Sony?

The DSC*.JPG files stored on memory stick (or CF) are already time/date stamped.
You need a file viewer that display file time/date stamps (or view them on the PC)
There is also EXIF extended information as well.

I assume you mean something more obvious, like big orange letters stored on the bottom in the actual .JPG image.
This can be done with my simple Camera API (no additional info needed from Sony at least for the NX/UX) if you wanted to make your own camera app.

You will have to load in the .JPG taken and compressed by the camera, draw the time stamp yourself and then recompress the .JPG image [the Sony JPG library does most of that work for you]
That could be done as a stand-alone app as well, and many other variations are possible...
Is there a specific scenario you are interested in?

I meant an automatic time/date stamp on the botton corner of the pic that is automaticly placed when the pic is taken
