program to encode WAVs recored by clie ?

which program do you use ?
I tried LAME and it doesn't give me a good result
a 38MB wav is "compressed" into 53MB mp3 ..
any suggestion what am I doing wrong ?
sorry for my ignorance but didn't encode mp3 for at least 5 years and I can't find the old cds with L3enc what was great program :-)
