as far as ZLauncher..... not really..... pics are compiled from .BMP images which are non-animated pictures. Buttons/Functions have an 'up' state and a 'down' state but... not really able to incorporate animation in them.... like spinning graphics or graphics which just 'change' by them sitting there.
