ispin theme creator?

Everybody has ben putting up thier newly made ispin themes, my question is, HOW DO YOU MAKE THEM? is there any software? plz help!

Since the TapTarget.com site is discontinued, I was able to find it in the internet archives at:

http://web.archive.org/web/20060921232155/http://www.taptarget.com/download/theme-sdk-1.8.zip

I assume it works on Windows 98/Me/2000/XP like some of their other software.
