I know that once you reach 100 posts you can upload a custom avatar, but are there any other "tiers" of membership that gains you more rights?

No, not that I am aware of.

Well like the "member" tag on yours is "Official Clie User!", how did you set that.

You click the "profile" link above
click "edit profile"
Go to down to Custom User Text and change the text.

Changing the title is another thing that you have to wait until 100 posts for.
