When I tap on the 123 or ABC on my E2 instead of the keyboard popping up I just get dots. I tried a hard reset but that didn't help. Is there a software workaround for this problem?

Sometimes the digitizer needs to be reset( after a soft reset) or can be reworked when you press preferences Under General/touchscreen. It is a pain but if you keep testing you'll find the sweetspot for ABC or 123 keyboards.
I have to get another metal stylus for my TE2 because the tip broke off. You didn't mention how long you've had your TE2 and so maybe it is a new problem with the touchscreen?
Meanwhile I am wearing out my screen playing swap gems. When you tap in an ambiguous spot you get a squizzly line instead of a square surrounding the gem. This game reveals dead spots on areas other than the Grafiti area.

I'm having the same problem with my E2 bought in May of last year. Tap, tap, tap on the ABC keyboard and all I get is a series of dots. I've tried resetting the digitizer to no avail. It's maddening since I bought the E2 to replace my T3 which developed the dreaded digitizer "drift". Guess it is not just Palms with this problem as I have just gone through the same with a work-issued Dell Axiom 51. I like Palm products but I'll think twice before handing over any more of my money to them.

The plastic digitizers develop drift more quickly than the old glass ones. The problem with the glass ones is that too many end users shattered theirs through carelessness so the manufacturers stopped using glass. You can get a replacement glass digitizer from usedpdaparts.com.
