No you cant, Sony sucks and doesnt help developers so your outta luck for now - maybe in the future though as they just recently release some sound API info.

I eagerly await Sony to lead the way with support for Ogg Vorbis codecs. It is technically superior to MP3 and there are no associated licensing fees.

No. Ogg vorbis is unencumbered in any way. There are no licensing fees to pay to the creators and you get the source-code to the codec.

when i bought my clie i found out it can playback ATRAC? what is ATRAC? is it a format ?

can i run pocket tune on clie running on palm os 4.1 ?

No.Don't think so,for it's only meant for 'Palm' branded PDA's running under Palm OS5.x
