Anyone know what the difference is between this program:

The first one is more expensive, but you would think that the second one would cost more. They are the same program right?

I can see why you are puzzled about this.  Why would "JOT Complete" be less expensive than "JOT"?  The only advantage JOT has is that it takes up less space.  Perhaps it's a promotion to get enough users to try the "word complete" feature, to generate interest for others to buy it.:confused:
