Video Question- re-encoding bit rates

Can anyone tell me the best way to do this. I am using Fair use and IC2 to get DVD video on my TH55. I'm using the full screen reg hack in IC2. I believe that means it uses a 768 kbps. Does this mean I should use 768 kbps in Fairuse also?

Well, I hate to draw a discussion off at all... But, could you or someone steer me to more info on the "full screen reg hack in IC2"? Does this require the use of another video viewer other than the default Sony one? Something short so as not to hi-jack this thread.
