I know MySkin supports this in a hardkey macro (As well as myKbd, obviously). Other than that I'm not too sure.

There was this app caused RotateT3 or something that would let you set any button and rotate it at 90deg angles...I used to have it installed. There were two apps, that one and T3Rotate+.

There's a DA called FlipDA or something that might also do the trick (Although I don't know if it's OS5 compatibile -- I think it is). Then you could use another program to map a DA to a hard key, but I'm not sure if the Voice Memo button is supported in any of these programs.

Rotate 1.4 for your Palm T3, T5, and TX
Rotate turns your T3's voice recorder button into a dedicated rotation button (just like the one on the LifeDrive). It also works with any of the 4 primary buttons and is compatible with the T5, TX, and LifeDrive.
Rotate can be configured to auto-hide/auto-show the grafitti area after rotation, making it more convenient for those who like to read in landscape mode and write in portrait mode.
And to save a button, there's a "Long Press" option which will launch the underlying application if you hold the rotate button down for half a second. T5 and TX users will especially appreciate this because they don't have an "extra" voice recorder button.
