when i click on a link in IE to bring up a new window it shows for a second then dissapears. i know it is a setting but what do you do?

Well... It almost sounds like a pop-up blocker problem except that you're saying the window opens for a second and then disapears. If you're using IE, click on "Tools" and then put your mouse on "Pop-up Blocker". Check to make sure that it's turned off. I really don't know what else it could be, but there are plenty of smart people on this forum and I'm sure someone will have the answer.

A couple of questions:
1. What version of IE are you running?
2. Is IE your default browser?
3. Do you have any other browsers installed on your computer?

If you have or have had a version of IE7 on your computer it has been known to have this problem if the default browser on your computer is something other than IE. More likely you have a DLL file (Oleaut32.dll???) damaged, not registered correctly, or missing from either malware of some other source (see this article (http://support.microsoft.com/?kbid=281679)).

I have never used this piece of software so user beware but you could try using IEFix (http://windowsxp.mvps.org/IEFIX.htm) to help with the problem.
