SJ22 with Nokia cell phone

I would like to use my Nokia cell phone as a modem to connect to my home computer and synchronize. I can activate the infrared on the phone but after the service connection progress dialog completes configuring the modem and tries to dial, I get a fast busy on my cell phone and the an error "no carier (0x1102) on my pda. Can anyone suggest initialization strings that might help?
