help with video encoding

i want something to take a vid down from 30fps to 15fps. and take the auido from 80kbps to 24,32, or 48.

and it has to be free.

Yes it is possible and free. Unfortunately I cannot remember the name of the program as it is for pocket pc, so scale is slightly out but it does work. Just google for divx re encoding or something.
