What are people using to make icons?

I've seen several custom icon sets from various launchers that have been converted over from themes originally made for windows, what are people using to export them to .pdb format? Thanks.

there are several utilities out there. Festus has some which are windows based. Try www.festus440.happypalm.com for his utilities .... others... run off of linux/unix boxes.
