Try going to the "run" dialog and browsing to your CD drive and choose setup.exe

Is this an original CD or did you download an ISO file and create the CD from that? If so, maybe you didn't write the CD from the ISO image correctly.

What happens isn't a fault of the CD drive, but almost certainly your system. Quite likely, you have (or have had) a trojan that has linked into the standard CD-ROM extensions as a way to revive itself after being killed. Check your AUTOEXEC.NT file -- it should point to mscdexnt.exe for CD-ROM. Also run a virus scanner. If the mscdexnt.exe (or any other system file) file has been damaged or replaced, you can get it back, if you have Windows 200 or XP:
Have your Windows CD handy (must be the correct Windows CD -- a rescue disk will NOT work), open a command prompt and do "sfc /scannow". It will ask for the CD, and then build a repository of the correct files from the CD, service packs and patches that /should/ be on your system. After doing this, reboot, so files that were in used can be replaced.
