I've been unlucky in getting ACT! data on my Palm...especially since I also needed for Hotsync to pull contact infomation from Outlook at the same time.
I explored many various sync programs but they either took forever to sync, crashed or weren't capable of doing what I needed. And ACT! for Palm was a trainwreck. It worked briefly but hard reset my TX one too many times.
Here is what I did to get the ACT! data on my TX.
I exported my ACT! database to a .csv text file with field names included. Then imported it into my MobileDB desktop component. With a single click, I then sent it to my handheld on my next sync.
MobileDB (handheld only app I think, not desktop component) is currently being offered for free at http://software.palm.com/us/html/display_palm_product.jsp?navCategoryId=&id=prod150517. I think otherwise it is a $30 app.
I hope that is helpful for anyone who needs a work around for getting text based info into a Palm with database search and lookup capabilities.
I realize DocsToGo could also pull in the info but who wants to look at contacts in an sheets to go format.
